Britain and France Will Dispatch Troops to the Country if a Peace Deal is Agreed

The British and French governments have signed a declaration of intent concerning the deployment of military forces in the nation in the event a peace agreement be made with Moscow, the Prime Minister of Britain, Starmer, has stated.

Following negotiations with Ukraine's allies in the French capital, he said that the two nations would "establish defense centers throughout Ukraine and build fortified installations for military hardware and equipment" to discourage any subsequent incursion.

The partner countries also put forward that the America would assume leadership in overseeing a truce.

Moscow has consistently stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not commented on this recent announcement.

Context and Ongoing Hostilities

Russian President Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Moscow at this time holds about 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to stand with Ukraine for the duration," commented Starmer.

Heads of state and top officials from the "Allied Coalition" took part in the Paris negotiations.

Speaking at a shared media briefing, he further said: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years ahead."

The UK prime minister went on to say that London would participate in any Washington-directed verification of a prospective ceasefire.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff remarked that "lasting safety pledges and substantial reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a major condition made by the Ukrainian government.

The negotiator said the coalition had "largely finished" their work on agreeing such assurances "so that the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also participated in the negotiations.

At the same time, President Macron Emmanuel Macron stated that Ukraine's allies had made "significant advances" at the meeting.

He noted that "comprehensive" defense assurances for Ukraine had been agreed in the case of a potential ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but cautioned that he would only deem efforts to be "enough" if they led to the conclusion of the conflict.

Recently, the Ukrainian leader suggested a settlement was "largely prepared". Finalizing the remaining 10% would "shape the outcome of the peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the center of unresolved issues for diplomats.
  • Moscow has often said that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to end the war.
  • The Ukrainian President has to date excluded ceding any territory, but has suggested that Ukraine could pull back its forces to an agreed point – but only if Russia follows suit.

Russia presently controls approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The pair of oblasts form the heartland of Donbas.

The earlier US-led 28-point framework that was circulated to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Moscow's direction.

This triggered weeks of intensive negotiations – with Ukraine, the US and European leaders trying to adjust the draft.

Recently, Kyiv submitted the US an revised proposal – as well as additional documents describing possible security guarantees and arrangements for Ukraine's recovery, he stated.
